In Americas, Norwegian Red Cross work in collaboration with Red Cross Red Crescent Movement to relieve the suffering and save the lives of people affected by armed conflict, protracted crisis and acute disasters. Norwegian Red Cross supports access to health care and improvement of community health in insecure urban contexts and people affected by hurricanes and other disasters.

The purpose of the Country Programme Manager is to achieve Norwegian Red Cross humanitarian objectives at country level through results-based project management in partnership with the Honduran Red Cross.

Strategic responsibilities:

  • Follow up and strengthen the partnership with Honduras Red Cross through project development and management in line with established project agreements and project plans.
  • Manage country office personnel in accordance with Norwegian Red Cross leadership development framework, and in-country security.
  • Represent Norwegian Red Cross in-country and contribute to complementary RCM roles and responsibilities.

Operational responsibilities:

  • Follows up and supports the cooperation with the National Societiy (NS) in accordance with the Partnership Agreement. Safeguards project agreements and plans and follows up on risk assessments for all in-country initiatives.
  • Organizes needs assessments and develops fundable proposals.
  • Oversees that Norwegian Red Cross supported programmes complies with health frameworks and best practices.
  • Consistently monitors planned and unplanned effects of all projects supported by the Norwegian Red Cross and reports on progress through quarterly and yearly reports, and complies with established deadlines.
  • Ensures reliable data and information collection from all projects in accordance with Norwegian Red Cross results framework and drafts yearly results reports
  • Supports financial risk management, including annual audit process and proper handling of financial irregularities, in line with established rules and regulations.
  • Contributes to the operationalization of global strategic agreements with the ICRC and the IFRC in the country.

Mission spesific responsibilities:

The country programme manager will also have additional regional responsibilites:

  • Oversee that projects follow established work processes and that project management methodologies are consistent across countries in the region and in line with best practices.
  • Act as regional focal point for partnership on Urban Violence with ICRC.
  • Stands in for the Regional Representative in his absence.

Education and experience:

  • Education and/or or working experience relevant for programmatic focus preferably in public health and/or protection.
  • Proven ability to implement (notably health) programmes in challenging contexts is an asset.
  • Excellent drafting skills. Successful donor applications and reporting on humanitarian projects with measurable results.
  • Previous field experience with Norwegian Red Cross is an asset.
  • International driving license (manual gear) is required.

Other skills:

  • Fluency in English and Spanish is required.

Reporting to:

  • Regional Representative Americas based in Honduras.

Position is based in:

  • Tegucigalpa, Honduras

Contract:

  • 24 months, with possibility of extension.
  • This position is a familiy post position.
