Director of Operations, Honduras

The Transforming Market Systems (TMS) activity is a USAID-funded project designed to foster competitive, resilient, and inclusive market systems that provide increased economic opportunities that incorporate poor, marginalized Hondurans and reduce incentives to migrate. TMS applies a market systems development approach to tackle the root causes behind the vicious cycles that marginalize people and businesses, and identify leverage points that result in virtuous new ways of doing business and expanded economic opportunities.

ACDI/VOCA seeks an experienced and dynamic Operations Director to oversee the key functions of financial management, administration, human resources and contracts in the project. They will design strategies and methodologies for management, administration, and organizational development that promote an appropriate organizational culture in TMS.

Responsibilities:

  • Supervise the administrative team, human resources, logistics, systems, finance and accounting and general services of the project, guaranteeing the coordinated implementation of standardized processes and procedures.
  • In coordination with the Chief of Party/Country Representative, supervise the timely and adequate availability of all external services required for the efficient operation of the project and offices (e.g. materials, supplies, offices, travel, insurance, legal advice, translation, support computer technician, etc.).
  • Responsible for approving all administrative purchases of TMS through competitive processes ensuring compliance with current regulations and keeping documentation of each process.
  • Supervise the preparation of monthly, quarterly, annual and other financial reports required, ensuring that the information is accurate, complete and in full compliance with the requirements of USAID, ACDI / VOCA and the Government of Honduras.
  • Ensure control of costs and quality of all tasks and assignments made to achieve the programmatic goals under the contract.
  • Supervise the contracts and grants team of the project, guaranteeing the coordinated implementation of standardized processes and procedures in all contracts and grants.
  • Supervise the procurement processes of goods and services as well as issuance of grants, ensuring integrity and competitive practices in all activities, in addition to full compliance with USAID regulations and ACDI / VOCA procurement policies and procedures.

Works with the Finance Manager to ensure that procurements, contracts, and purchase orders are reasonable, allowable, and allocable. Ensures timely processing of purchase requests.

Qualifications:

  • Bachelor's degree in Agribusiness, Agricultural Economics, International Development, or related field required; Advanced degree in Business Administration, or related field, preferred.
  • Minimum professional experience of 10 years. Specific professional experience of 5 years.
  • Advanced knowledge of the Spanish language in reading, writing and speaking.
  • Knowledge of USAID regulations and others, specifically acquisitions' guidelines.
  • Proven experience managing contracts and grants.
  • Experience in office and logistics management and in managing organizational conflicts.
  • Superb facilitation skills to ensure smooth collaboration and resources management between the technical teams and operational staff.
  • Ability to work in a team and under pressure.
  • Excellent capacity for analysis, reasoning, writing and synthesis.
