The goal of USAID/Honduras’s proposed Improving Tertiary Violence Prevention activity (ITVP) is to reduce recidivism within targeted populations of the highest-risk juveniles. The development hypothesis for this activity is that if high-quality, tertiary violence prevention services, specialized and targeted by risk levels, are provided to identified juvenile populations at the highest risk, (e.g., those already involved with gangs, crime or the court system), then the repeated criminal and violent offenses by these individuals will be reduced, ultimately contributing to reducing crime and violence in their communities.
USAID understands that a small number of state and non-state actors currently provide a very limited array of services to these populations. However, several fundamental challenges exist which limit the sufficiency, coherence and adequacy of these services to effectively reduce recidivism.
Through this new four-year activity, USAID will seek improved Human and Institutional Capacity Development (HICD) and technical proficiency of state and non-state actors seeking to provide high-quality, specific and targeted services to juvenile tertiary populations. To qualify for support, these actors must be providing (or seeking to provide) services that are explicitly linked to preventing recidivism and likely centered on the themes of rehabilitation, reintegration and the reduction of stigma.
Position Summary:
The Technical Director for Tertiary Prevention Services will be the liaison between the ITVP program and service providers. The Technical Director will identify state and non-state services providers who work in tertiary prevention and will engage them in the project according to their focus to provide specialized interventions for youth in conflict with the law, former gang members, and youth who are in juvenile detention facilities. S/he will lead and coordinate the relationships and work with tertiary service providers and will jointly develop with them a harmonized approach to provide risk-differentiated services to tertiary risk youth. The Technical Director will also provide oversight and leadership for the implementation of interventions with service providers, and will ensure compliance with goals and targets established by the project.
Primary Responsibilities:
- Serve as the main liaison with state and non-state tertiary service providers;
- Provide technical direction, leadership, and oversight for all interventions with tertiary service providers;
- Develop and monitor a work plan for tertiary intervention activities;
- Supervise and provide guidance to the work carried out by tertiary service providers to ensure compliance with project goals and objectives;
- Ensure a fluid communication and interactions between all stakeholders in support of the project’s learning and capacity strengthening component;
- Ensure quality reporting by tertiary service providers;
- Ensure adherence to local laws and codes in the implementation of all tertiary prevention interventions;
- Provide leadership and guidance to the tertiary prevention team; and
- Promote and identify innovative approaches in tertiary prevention throughout the life of the program.
Minimum Qualifications:
- Minimum of eight years of experience working on juvenile justice or rehabilitation and reinsertion programming, research and/or policy; previous experience working in Latin America;
- Experience with methods for high quality evidence building (rigorous impact evaluation, case study development, analytical framework development, sampling for data collection, etc.), as well as in the implementation of data collection;
- An undergraduate degree in political science, public policy, strategic management, security and justice sector, criminology, trauma, sociology, education, early childhood/youth development, gender violence, conflict resolution, or a related field is required. Master’s degree or equivalent in any of the above-mentioned fields is preferred; and
- Demonstrated ability to fully and effectively communicate, both orally and in writing, in Spanish and English.
Desired Skills & Qualifications:
- Knowledge of Honduran juvenile justice codes, alternative justice initiatives, and stakeholders working in tertiary prevention;
- Clear understanding of crime and violence prevention, as it relates to the place-based model/public health approach;
- Solid comprehension of risk-differentiated approaches to violence prevention, and cognitive and behavioral strategies to rehabilitate and reinsert youth in conflict with the law and former gang members;
- Experience working with at-risk populations and youth in conflict with the law; and
- Experience leading components and subcomponents of projects funded by USAID and/or other international donors.
