Dexis is seeking a Mid-Level Transforming Market Systems Learning (TMSL) Expert to work under the Monitoring & Evaluation Support for Collaborative Learning and Adapting (MESCLA) contract with USAID. The work location for this position will be in Tegucigalpa, Honduras. This is a full-time position with an expected start date of 1 April 2018 until the activity end on 31 December 2020.
Dexis has been contracted by the United States Agency for International Development (USAID) to provide management and technical services for the implementation of USAID/Honduras’ MESCLA activity aimed at supporting and strengthening monitoring and evaluation of USAID financed development assistance in Honduras.
MESCLA supports achieving USAID/Honduras’ Country Development Cooperation Strategy (CDCS) Development Objectives by assisting the Mission in planning, designing, conducting, disseminating, and learning from rigorous monitoring and evaluation of USAID/Honduras development activities. This includes designing and implementing both quantitative and qualitative evaluations and assessments, as well as providing expert analysis to improve USAID/Honduras’ activities.
USAID/Honduras has requested MESCLA to hire a long-term Market Systems Transformation Learning (TMSL) Expert, who will support the USAID/Honduras Economic Growth (EG) team and the management team of the Transforming Market Systems (TMS) activity. The Mid-level TMSL will be supported by a part-time senior-level expert.
Responsibilities
- Support the USAID/Honduras Economic Growth (EG) team and the management team of the TMS activity to implement a CLA approach in managing the Activity that considers good practice in learning in market systems development:
- Build the capacity of and support staff in the wider USAID/Honduras mission to understand and measure change in systemic change approaches.
- Provide a decision-support and knowledge management function to the EG team and the management team of the TMS activity
- Critically review the suitability of the Monitoring, Evaluation, and Learning (MEL) framework and adaptive management processes put in place by the Activity
- Suggest additional studies and research to support learning on systemic change (these are studies that go beyond the ones that are performed by the Activity itself as they might be outside of the direct scope of the Activity, particularly focusing on unintended consequences or indirect effects)
- Advise the wider USAID/Honduras mission to ensure that the overall portfolio is coherent in its approach and objectives to institutional change.
- Engage in communities of practice and collaborate with USAID’s Bureau for Policy, Planning and Learning (PPL) and other relevant actors (e.g. BEAM Exchange, Donor Committee for Enterprise Development –DCED) to keep updated on knowledge on CLA practice and document and disseminate lessons from the mandate (learn and share).
- Travel to conferences and other knowledge sharing and learning events.
Qualifications
- A Master degree in a relevant field.
- A minimum of three (3) years of experience in using methods and tools relevant to MEL in market systems development and measuring systemic change, preferably with involvement in facilitating learning and adaptive management processes.
- Experience in knowledge management, documentation and sharing of learning as well as knowledge of the USAID CLA framework are assets.
