POSITION SUMMARY

IREX seeks qualified Media Advisor candidates to support an anticipated civil society and media program that will advance citizen security and crime prevention objectives, with the aim of improving Dominicans’ ability to live free from all forms of crime and violence and to realize their full human rights. The activity will apply locally led, problem-driven, adaptive approaches. This is anticipated to be a five-year activity and the position will be based in Santo Domingo, Dominican Republic. The Media Advisor will support the Chief of Party in the management of the program and will provide high-quality technical inputs to achieve all program objectives.

Only citizens of Dominican Republic or permanent residents with work authorization will be considered. This position is contingent upon award.

DUTIES AND RESPONSIBILITIES

  • In conjunction with the Chief of Party, create a vision for a comprehensive civil society and media program, with a focus on media and media literacy
  • Design, develop, and manage activities related to promoting media and media literacy that are credible, accurate, and reliable for Dominican Republic citizens and ensure these are high quality and effective
  • Ensure the program adaptively responds to changes in the operating environment to meet the desired objectives
  • Manage and supervise a team of technical support staff
  • Develop and maintain relationships with key media stakeholders and government officials at the national and local level, other donors and implementers, program beneficiaries, and other stakeholders
  • Develop and maintain strong relationship with local partner organizations, overseeing technical activities and providing coaching to ensure a focus on relevant activities and achieving outcomes
  • Contribute to monitoring, evaluation, and learning; project communications; and project reporting
  • Supervise, manage, and mentor project staff and work in close coordination with IREX’s home office
  • Oversee and monitor quality of organizational capacity development to local independent media
  • Oversee the implementation and monitoring of subgrants and contracts as needed.
  • Develop and deliver training as needed
  • Ensure project activities are implemented on schedule and within budget
  • Other duties, as assigned

REQUIRED SKILLS AND EXPERIENCE

  • Dominican Republic citizenship or residency with work authorization
  • Bachelor’s degree in related field required; Master’s degree preferred
  • At least seven (7) years of progressive international experience working in journalism, media sector strengthening and reform, media literacy, civic engagement, or related fields in the Dominican Republic
  • In-depth familiarity with the challenges faced by Dominican Republic media system actors
  • Familiarity with the key official stakeholders, relevant private sector actors and civil society organizations working on media and media literacy issues, and an understanding of the dynamics and relationships among them
  • Significant experience in managing donor-supported development projects of similar size and complexity
  • Similar experience with U.S. Government-funded projects strongly preferred; knowledge of USG regulations and procedures
  • Demonstrated track-record of achieving results in media and media literacy development
  • Excellent ability to communicate effectively on the technical aspects of implementation with a wide variety of stakeholders
  • Proven track record of working effectively with other projects, media and civil society, high-level host country host government counterparts, and other international partners
  • Effective oral and written communication credentials in both English and Spanish
  • Strong representational and organizational skills
