Operational Context:

UNHCR Honduras works both with asylum-seekers and refugees as well as with internally displaced people because of violence or at risk of displacement due to violence and returnees with international protection needs. The Protection Unit in San Pedro Sula works on case management with all populations, as well as maintains physical presence in the three Centers for Returned Migrants in the AoR, namely CAMR Lima in Lima (close to the airport) and CANMF Belén in San Pedro Sula.

The Protection Assistant normally reports to a more senior Protection colleague. The incumbent provides functional and administrative support to the protection unit on protection related liaison, correspondence, monitoring, case management and reporting activities.

The Protection Assistant also supports the protection unit in designing a comprehensive protection strategy and in providing quality, timely and effective protection responses to persons of concern (PoC). S/he may liaise externally with local authorities and partners on correspondence and/or protection issues as guided by the supervisor.

The Protection Assistant also facilitates the involvement of PoC in making decisions that affect them, whether in accessing their rights or in identifying appropriate solutions to their problems. To achieve this, the incumbent will need to build and maintain effective interfaces with communities of concern, local authorities and protection and assistance partners.

Duties and Qualifications:

The purpose of the position is to guarantee full-time presence in CAMR Lima / CANMF Belén and for the protection assistant to work in close coordination with the directors of the centers to detect returnees with protection needs, undertake protection interviews, and refer to the adequate services, either internally within UNHCR or externally with its partners according to the protection route established.

  • Consistently apply International and National Law and applicable UN/UNHCR and IASC policy, standards and codes of conduct.

  • Observe and respect protection related Standard Operating Procedures (SOPs).

  • Provide functional and administrative support in all protection related AGD based programming with implementing and operational partners.

  • Provide functional and administrative support in implementing participatory approaches, needs assessments, monitoring, reporting and case management.

  • Support assessments on durable solutions through voluntary repatriation, local integration and where appropriate, resettlement.

  • Facilitate liaison with competent authorities for the issuance of personal and other relevant documents.

  • Assist in drafting reports, routine correspondence, updating relevant databases and compiling statistics within the Area of Responsibility (AoR).

  • Select PoC for preliminary interviews and decide which relevant information to share.

  • Enforce integrity in the delivery of protection services by local implementing partners.

  • Perform other related duties as required.

Required level, qualifications and work experience:

Level of responsibilities required: Entry Level Support.

Education:

  • 1-year relevant experience with High School Diploma; or Bachelor or equivalent or higher.

Functional Skills:

  • IT-Computer Literacy

  • CL-Protection & Solutions Awareness

  • PR-Protection-related guidelines, standards and indicators

  • PR-Refugee Protection Principles and Framework

Language Requirements:

  • Excellent knowledge of Spanish

  • Intermediate knowledge of English (desirable)

Monitoring and Progress Controls (report requirements, periodicity, format, deadlines):

  • The contractor will have to record information of cases interviewed in terms of numbers and references made. He/she will have to guarantee availability and presence in the assigned center(s) 5 days a week.

  • Delivery Periodicity, as applicable: deliver reports according to standard formats of cases received, identified, interviewed and referred in the Attention Centre for Returned Migrants. Generate monthly statistics on trends and report changes in modalities.

  • Work on the basis of time employed.

Location(s): CAMR Lima / CANMF Belen

All the activities will take place in Lima / Belen. However, if a mission will be considered necessary, it should be undertaken in line with the recommendations of WHO and the relevant authorities.
