Background

Pact is preparing to present a proposal for an opportunity funded by the U.S. Department of Labor (USDOL) that aims to increase collective action to address child labor, forced labor, and other unacceptable conditions of work in El Salvador, Guatemala and Honduras (collectively known as the Northern Triangle). With a focus on civil society, Pact seeks to enhance its understanding of the role of civil society organizations (CSOs) and workers’ organizations in addressing labor exploitation, including issues of gender and racial discrimination, as well as workers’ organizations in representing the interests of vulnerable workers, including women, people of African descent, Garifuna, and indigenous populations.

Objectives

Pact is looking for one or more expert consultants(s) with a deep understanding of one or more countries in the Northern Triangle, as well as experience with issues affecting vulnerable workers in El Salvador, Guatemala and/or Honduras to: 1) develop a roster of key CSOs, formal and informal workers’ organizations, government stakeholders and private sector actors; 2) support engagement of Pact staff with said actors; and 3) leverage his/her knowledge and understanding of the regional and/or country-specific context to support Pact’s technical and operational needs in the Northern Triangle. **

Duties and Responsibilities

Specifically, the selected consultant(s) will work closely with Pact’s technical, regional and business development teams for the Latin America and the Caribbean (LAC) region to:

· Meet on weekly or bi-weekly basis to understand Pact’s interests and priorities in the region and discuss progress (2 days)

· Develop a roster of key CSOs, formal and informal workers’ organizations, government stakeholders and private sector actors working directly or indirectly with vulnerable workers in El Salvador, Guatemala and/or Honduras (3 days)

· Facilitate engagement and connections with key stakeholders in El Salvador, Guatemala and/or Honduras, including possibly accompanying Pact staff during in-country visits and participating during in-person meetings (4 days)

· Provide advisory services on Pact’s technical and operational priorities in El Salvador, Guatemala and/or Honduras. (3 days)

· Additional research tasks may be assigned on as-needed basis. (2 days)

Deliverables

The consultant will submit to Pact a roster of key stakeholders, which will include an overview of their relevant programs, regional presence, points of contact, and other additional details determined in consultation with Pact’s team.

Selection Criteria

Criteria Score (Out of 100 total pts.)

  • Deep understanding of the development context in El Salvador, Guatemala, and/or Honduras through prior experience working in the region in areas of interest to Pact (20 points)
  • Strong connections with key stakeholders, including but not limited to CSOs, formal and informal workers’ organizations, government z stakeholders and private sector actors working directly or indirectly with vulnerable workers in El Salvador, Guatemala and/or Honduras (20 points)
  • Fluency in Spanish (20 points)
  • Competency in English (10 points)
  • Cost proposal (20 points)
  • Ability to meet Pact's proposed timelines (10 points)
