Background
NRC started its operations in Colombia in 1991 to assist populations affected by the Colombian conflict and its resulting displacement. Since 2017, NRC has also been responding to the increasing influx of people coming into Colombia from neighbouring Venezuela. At present, from its office in Bogotá, NRC also supervises and supports teams in Ecuador, Panama and Peru. NRC promotes integration between activities so as to offer a package of complementary services to beneficiaries. In Colombia, Ecuador, Panama and Peru NRC is currently providing assistance in the following sectors of intervention: Protection, Information, Counselling and Legal Assistance (ICLA), Shelter and Settlements, Water, Sanitation and Hygiene (WASH), Education, and Livelihoods and Food Security, both responding to emergencies and fostering durable solutions.
The following is a brief description of the role.
Duties and Responsibilities
The purpose of the Head of Support position is to ensure that all support functions are providing high quality and efficient support in Finance, Logistics, ICT and HR to programme implementation in Colombia, Ecuador, Panama and Peru. The following is a brief descirption of responsibilities:
- Line management of support managers including Finance, HR, Administration, IT and Logistics;
- Member of the Country Management Group (CMG);
- Compliance with and adherence to NRC policies, guidance and handbooks and donor/auditor requirements;
- Facilitate the support function’s strategic input to the development of the Country Strategy and Plan of Action;
- Provide input on operational support in proposal development, and to coordinate and align operational support with programme plans;
- Responsible for ensuring quality and timely support to project implementation;
- Facilitate the development of the Master Support Budget, country level budgets and BPO development, including assess and monitor costs and resource allocation needs;
- Responsible for the strategic development of country structures, technical systems, human resource capacity and allocation;
- Responsible for development of new country specific technical SOPs, guidelines and tools;
- Responsible for organisational learning related to programme support;
- Responsible for technical capacity building of support staff.
Specific responsibilities:
- Create collaborative and supportive working relationships between support and programme teams in all offices, ensuring respectful communication and timely responses;
- Build the skills, leadership and strategic vision of the support function managers to set up policies and processes, to think creatively and develop cost and time effective support systems at national level;
- With the Country Office HR Department, lead the restructuring process of NRC’s area teams in Colombia, Ecuador and Panama;
- Ensure that NRC operates within all relevant national laws in the countries of intervention, and complies with all regulations;
- Oversee the roll-out of NRC’s online procurement tool is conducted according to established lead-times;
- Proactively sharing experiences with the rest of the organization’s and contributing to regional and global initiatives;
- Support the country office in further developing environmentally sustainable programming;
- At the request of the Country Director, participate in the investigation of allegations of suspected fraud or misconduct and produce required reports;
- Support and lead organizational development and change management processes;
- Support the roll out and ensure monitoring of the organizational initiatives (Fair share financial model, Securing Supporting Document initiative, etc.);
- Deputize for the CD when requested;
knowledge, skills and experience:
- Minimum 4 years’ experience from a senior management position in a humanitarian/ recovery context
- Experience from working in complex and volatile contexts
- Allocation of resources and costs expertise
- Documented results related to the position’s responsibilities
- Knowledge about own leadership skills/profile
- Fluency in English and Spanish, both written and verbal
Context/Specific skills, knowledge and experience:
- Knowledge of and previous experience in Latin America
- Experience in the implementation of humanitarian projects/programs
- Solid knowledge of Logistic and procurement, HR and finance routines in a humanitarian context
- Excellent communication skills
- Excellent problem solving skills
- Ability to work under pressure, independently and with limited supervision
- Flexible and able to deal with sudden changes
