NRC is expanding and strengthening its presence and operations in the North of Central America (NCA) and Mexico. In the past five years, the populations of Honduras, El Salvador and Guatemala have been affected by devastating violence, extreme weather (torrential rains and flooding followed by months-long drought) and other natural disasters. The number of displaced people has been growing exponentially and every year hundreds of thousands become internally displaced, or flee their country trying to make their way to the US or Mexico and often get stuck in between or are sent back to their country, where they face additional challenges. From 2018 on, Mexico has de facto become a country of refuge, accommodating significant numbers of vulnerable NCA migrants and refugees, despite being self-declared as a non-safe third country. The increasing restrictions to accessing asylum in the United States have led to an exponential increase of asylum applications in Mexico.
Role and responsibilities
The Programme Manager is responsible for implementing integrated programmes and represent NRC at coordination forums, as delegated from the Country Director. Member of the Country Management Group.
Generic responsibilities
- Compliance and adherence to NRC policies, guidance and procedures
- Line management of CC project leads.
- Responsible for ensuring programme support to integrated programme, coordination and technical quality in the operation.
- Provide input for the overall NCA&M strategy.
- Compliance to donor standards.
- Contribute to identifying funding opportunities and to the development of funding strategy and forecasts.
- Collaborate to grants management and BPO allocations.
- Ensure compliance with contractual commitments and extracting and implementing key learnings from project implementation.
- Coordinate new emergency response.
- Ensure capacity building of all technical staff
Specific responsibilities
These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus and type of programme intervention. This section shall be revised whenever a new employee is hired or the context changes significantly. The line manager drafts the specific responsibilities and sends them to his/her line manager for approval.
- Deputy CD when appointed.
- Responsible for the CC programmatic input to the contingency plan.
- Representation in sectorial coordination, clusters and/or working group.
- Support the CD and the Head of Programme Support to coordinate with donors and other external stakeholders.
- Contribute to planning and implementation of needs assessments.
- Oversight of project implementation, including targets and budgets, in coordination with all project managers.
- Oversight of project implementation, including targets and budgets, in coordination with all project leads.
- Coordinate with finance, HR, and logistics departments to ensure effective and transparent project progress forecast.
- Hold regular meeting with direct line reports and complete work and development plans for all direct reports.
Generic professional competencies for this position:**
- Minimum 4 years’ experience from a management position in a humanitarian/ recovery context
- Experience from working in complex and volatile contexts

- Knowledge about own leadership skills/profile
- Fluency in English and Spanish, both written and verbal
Context/Specific skills, knowledge and experience:
- Knowledge of the humanitarian and protection context in NCA&M.
- Knowledge of the IDP Principles (international standard), Refugee Status Determination (international standards) and mixed migration.
- Knowledge of donor landscape, priorities and conditions.
- Experience of working in integrated programmes.
