MANDATE CONTEXT

Oxfam-Quebec is implementing its new volunteer cooperation program (VCP) entitled « Equality in Action » in close collaboration with Oxfam teams in the countries of intervention. This program will take place over a period of seven years (2020-2027) in thirteen countries and three regions.

The VCP aims to increase the performance of local partner organizations in developing countries in implementing inclusive, innovative and sustainable development initiatives that will advance gender equality in all 13 countries. The knowledge, capacity and expertise of qualified volunteers will be leveraged through short and long-term assignments with local partner organizations.

As part of the launch of its VCP, Oxfam-Quebec is seeking to fill mandates that will support Oxfam teams in the 13 countries of intervention in order to contribute to the development of the program’s implementation plan and annual work plan. Volunteers will also work closely with partner organizations to establish the program’s baseline and define our partnership approach.

MAIN RESPONSIBILITIES

Under the supervision of the program coordinator, the volunteer is responsible for ensuring the monitoring-evaluation of the Equality in Action 2020-2027 program in Honduras. In accordance with Oxfam's strategy, policies, rules and procedures in Honduras, the volunteer will primarily assume the following responsibilities:

Contribute to the implementation of Oxfam's Equality in Action program in Honduras in close collaboration with program and operations teams, in particular the Voice and Leadership of Women and Spotlight (EU, UN-Women) project teams.

Partnership

  • Establish working relationships with partners in accordance with Oxfam's Partnership Principles.
  • Coordinate with partners to conduct the baseline study and collect the information required for the Program Implementation Plan (PIP) and Annual Work Plan (AWP).
  • Coordinate with partners the conduct of institutional diagnostics and the development of institutional strengthening plans.
  • Coordinate with partners the definition of volunteer profiles required to meet the needs.
  • In coordination with the program and operations team, define the partners' support plan.

Planning

  • Contribute to the formulation of the program's PDP including the objectives of the performance measurement framework.
  • Contribute to the preparation of the Honduras ATP 2021-2022 including the activities to be carried out and the budget.
  • Identify potential synergies between the Gender Equality in Action, Voice and Leadership, Spotlight and other relevant projects.
  • Participate in Oxfam's annual, quarterly and bimonthly planning processes in Honduras.

Monitoring, Evaluation and Learning

  • Collaborate with Oxfam's Monitoring, Evaluation, Learning and Accountability (MLE) Officer in Honduras in implementing, monitoring and improving the Equality in Action Honduras MLE system, ensuring that it is linked to the needs of local partners and Oxfam's overall strategy in Honduras.
  • Contribute to updating the program and performance measurement framework.
  • Contribute to monitoring the implementation of the ATP.
  • Prepare the narrative reports required by Oxfam-Quebec headquarters and the donor.

Gender Justice and Women's Rights

  • Contribute to the planning of the articulated intervention between Oxfam's gender justice and women's rights programs.
  • Analyze previous organizational diagnostics and assess organizational and gender-focused strengthening needs

Other

  • Contribute to an environment that generates strong teamwork relationships with all individuals in Oxfam's teams and partners, within the framework of Oxfam's Code of Conduct, Safeguards, Security, Partnership and other policies.
  • Support volunteer recruitment processes according to the profiles approved by the country office.
  • Support the planning and accompaniment processes for visits by the Oxfam-Quebec headquarters team and donor/Global Affairs Canada.
  • Collaborate with the Communications Officer in disseminating the results of Equality in Action program interventions in Honduras.
  • Share and embody Oxfam’s commitment to a zero-tolerance policy against behaviour that violates the code of conduct, including sexual harassment, exploitation and abuse; intimidation; lack of integrity; corruption and fraud.
  • Participate in development efforts in Canada during and after the mandate by contributing to the dissemination of the program, projects, partners, etc. through testimonials, life stories, photos, quotes, etc.

REQUIREMENTS

  • To be domiciled in Honduras and have

    • Canadian citizenship or permanent residence in Canada
    • or citizenship of a Latin American country other than Honduras
  • Academic background in social sciences, politics, communications or other areas of interest

  • Proven professional experience of at least 2 years in the development and implementation of monitoring, evaluation and learning methodologies and tools or organizational development.

  • Experience in project and program design with the related SEAR system.

  • Ability to apply monitoring, evaluation and learning methodologies and tools.

  • Facilitation and training skills

  • Microsoft Office domain (Word, Excel, Outlook and PowerPoint) and Skype

  • Advanced level in Spanish

  • Experience in group facilitation

  • Adherence to Oxfam-Québec's mission and values, including the promotion of gender justice

  • Experience in international development work
