Operational Context:
The United Nations High Commissioner for Refugees (UNHCR) is the UN Agency dedicated to protect the rights and seek durable solutions for refugees worldwide. UNHCR is in the field in over 125 countries. The National Office in Honduras opened in 2015 in order to strengthen UNHCR’s protection work in the region as part of the UNHCR’s Regional Protection and Solutions Strategy for the countries in the North of Central America (NCA).
Honduras is characterized by a situation of internal displacement due to high levels of violence. It continues to be affected by high levels of violence representing a challenge in terms of protection and assistance. Given this context, UNHCR supports the State in designing public policies that can prevent and respond to internal displacement, while at the same time developing protection networks by working with partners to provide protection alternatives as close to home as possible. The operation grew significantly in the last three years and is currently expanding its field presence in the existing Offices in Tegucigalpa and the Field Office in San Pedro Sula, and opening additional Field Units in Choluteca and Ocotepeque.
The Driver in the UNHCR Office is normally supervised directly by the Administrative Officer/Associate/Assistant or another staff member when the scale of the Operation so requires it. Besides driving, the incumbent is responsible for up keep and maintenance of the assigned UNHCR vehicle(s) as per technical guidance and specifications established by the Organisation. S/he is required to follow strict instructions and security guidance provided by the supervisor. While the basic function of a driver is to drive the official vehicles of UNHCR, s/he may be called upon to perform minor maintenance and repair of UNHCR vehicles.
The Driver has regular contacts with staff within the UNHCR Office and with others (including Partners, government authorities, etc.) outside UNHCR involving a limited exchange of information.
Functional Statement:
All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities, in line with the regulatory framework of UNHCR, which includes the UN Charter, UN Staff Regulations and Rules, UNHCR Policies and Administrative Instructions, as well as relevant accountability frameworks. In addition, staff members are required to discharge their responsibilities in a manner consistent with the core, functional, cross-functional and managerial competencies and UNHCR’s core values of professionalism, integrity and respect for diversity.
Accountability (key results that will be achieved)
Assigned UNHCR vehicles are properly maintained and equipped as per technical guidance and specifications established by the Organisation.
Local traffic rules and regulations are strictly observed.
Instructions and security guidance provided by the supervisor and security focal point are strictly followed by the Driver and the passengers during the journey.
Responsibility (process and functions undertaken to achieve results)
Drive UNHCR vehicles for the transport of authorized passengers, deliver, and collect documents and other items.
Meet official personnel at airports or other locations and facilitate immigration and customs formalities as required.
Perform day-to-day maintenance of the assigned vehicles; check oil, water, battery, brakes, tires, etc. and ensure that the assigned UNHCR vehicles are road or waterway worthy and maintained up to the established security standards.
Perform minor repairs, arrange for other repairs, and ensure that the vehicle is kept clean.
Ensure that the steps required by rules and regulations, or other local procedures, are taken in case of involvement in an accident.
Log official trips, daily mileage, gas consumption, oil changes, greasing, etc.
Ensure that instructions and security guidance provided by the supervisor and security focal point are strictly followed.
Ensures valid documentation for passengers, items or cargo in vehicle.
Perform other related duties as required.
Authority (decisions made in executing responsibilities and to achieve results)
Drive the vehicle only when his/her safety or security is not at risk.
Ask the passenger about the destination of the journey and route.
Decline to drive passengers not authorized to be in a UNHCR vehicle.

Essential Minimum Qualifications and Experience:
2 years relevant experience with completion of Primary School Education or 2 years relevant work experience with High School Diploma or higher.
Driving licence, knowledge of diving rules and regulations.
Fluency in Spanish and basic knowledge of English.

Eligibility: Internal & Extenal candidates:
Group 1 Candidates: comprises current GS staff members holding an indefinite or fixed-term appointment who, at the date of the deadline for application, are serving in the country of the vacancy at the grade of the position or one grade below or above.
Group 2 Candidates: comprises candidates from the categories listed in the RALS after completion of one cumulative or continuous year of service in the country of the vacancy. The Group 2 status should have been confirmed by the HR Unit in the relevant country before the application is submitted. For further information regarding the categories, please consult the RALS.
External Candidates: are candidates who are not in Group 1 or Group 2.
Must be legally present in Honduras at the time of application, recruitment and hire.
